We have been writing CVs for a long time, and in our experience the vast majority of people are better off with complete rewrites rather than simple updates. Part of the reason for this is that many people undersell themselves, but there are lots of other reasons too, including the fact that most people's CVs are unfocused, not structured properly, unbalanced, don't address the employer, have mistakes, and aren't presentable enough.

Certainly, if you want to make some improvements to your curriculum vitae then it is better to update it rather than send off a version which is substandard. Just be aware that updates frequently aren't enough, and if you want the best results, then you really need the best possible CV.
